2011 Special Inspection Report for Knitted Underwear, Wadding Products and Children’s Apparel Released by Tianjin AIC

In the 4th quarter of 2011, Tianjin Administration for Industry & Commerce (AIC) conducted a special inspection of knitted underwear, wadding products and children’s apparel. This special inspection reviewed 42 batches in total, and 32 batches were qualified with the pass ratio 76.19 percent. A total of 13 knitted underwear manufacturers from 6 districts and counties comprising 20 batches of products were involved in the inspection. Of those, 17 batches passed inspection and 85 percent qualified. A total of 14 manufacturers of wadding products from 8 districts and counties comprising 15 batches were involved in the inspection, with 11 batches passing inspection and 73.33 percent qualifying. Finally, 7 manufacturers of children’s apparel from 3 districts and counties accounting for 7 batches were involved in the inspection, with 4 batches passing and 57.14 percent qualifying.

The main reasons for disqualification were fiber content, color fastness and pH value.
 
Following are the actions taken to address the unqualified products and enterprises:
1.  Municipal Bureaus of Quality and Technical Supervision for each district and county have organized the after treatment measures for the unqualified manufacturers and enterprises, and issued them a rectification notice to order its deadline rectification. To urge enterprises not to produce and sell the products with same specification before the re-inspection is conducted and passed.
2.  The unqualified products and enterprises should be handled according to the "Product Quality Law" and "Administrative Measures on Product Quality Supervision and Random Sampling Inspection," and the enterprises with violations should be kept on file for investigation and the products that present serious quality issues should be confiscated or destroyed accordingly.
3.  Municipal Bureaus of Quality and Technical Supervision for each district and country will report results for the unqualified enterprises by affixing the official seal to urban authorities before Jan. 20, 2012. The enterprises that could not complete the remedial actions in a timely manner should submit the situation statement accordingly, as well as those enterprises that failed to rectify the reasons for failed inspection in a timely manner.
