EU manufacturers, importers, and retailers of private brand cosmetics are designated "Responsible Persons" with legal liability on the testing and safety of cosmetic products. A Responsible Person also has additional responsibilities to perform electronic product notification and to collect all technical documentations for compiling the Product Information File (PIF).
Product notification, and the compiling and maintenance of PIF are both technical and labour-intensive, with a lot of communication with the suppliers required. Notification is a pre-requisite for any cosmetic product to be placed on the EU market, while documents in PIF may be requested for review by EU authorities at any time.
These new obligations for buyers and retailers will come into force by July 11, 2013. Essentially, all cosmetic products of 2013 shall meet these new requirements.

IRIS allows versatile documents functionalities including document storage and upload by suppliers, product compliance tracking, online document review, chemical tonnage calculation and consolidation, and supplier performance, etc.
